2. What are cookies?

Cookies are small pieces of text sent by the websites you visit (but also other websites or webservers) and registered on your computer (or mobile device). The text memorises information that the website could read if consulted a second time.

By now, cookies are basic tools since they allow websites to operate properly and offering top customization, interaction and a flowing web surfing. However, they may also be used to supervise the user’s web surfing in order to send adverts in line with the monitoring.

Types of web cookies:

  • session (if they expire as soon as the browser is closed) or persistent (they expire after a specific time limit, even after years);
  • first and third-party cookies (in the second case they are created by a website or a webserver that is not the one the user is visiting at that time);
  • technical (necessary, sometimes essential, for a complete – or better – use of the website) or profiling (used to create the user profile in order to send adverts in line with the preferences showed during the previous web surfing);
  • Social: on websites third-party cookies may be used to allow users to interact with social networks (such as Facebook, Twitter, LinkedIn…) and especially to share the websites contents on the above-mentioned social networks.

The Data Protection Authority considers the session cookies, the functionality cookies and – only under certain conditions – the analytics ones as technical; in particular, the Data Protection Authority, in the measure of 8 May 2014, clarifies that the latter can be assimilated to technical cookies only if they are used for website optimisation directly by the website owner, who may collect information in aggregate form on the number of users and how they visit the website.

For further information about types, features and functioning of web cookies, you can consult the websites http://www.allaboutcookies.org, www.youronlinechoices.com, http://cookiepedia.co.uk and the specific measure issued by the above-mentioned Data Protection Authority.
